The Archdiocese of Brisbane Whistleblower Program

The Archdiocese of Brisbane has recently enhanced its Whistleblower Program, which enables all workers, volunteers, parents of students and parishioners to play an active role in eliminating improper conduct in the Archdiocese. The Archdiocese has renewed its contract with the independent external whistleblower service STOPline to continue the program’s quality and allow for confidential reporting.
The Archdiocese has defined Reportable Conduct in the Policy as actual or planned conduct which the whistleblower reasonably and in good faith suspects is:
• Serious improper conduct including fraudulent, corrupt, illegal, unethical conduct;
• Conduct involving gross mismanagement or a substantial mismanagement of resources;
• Repeated serious breaches of the policies and practices of the Archdiocese or its agencies and parishes;
• Conduct seriously jeopardizing risk to work health and safety or the environment,
• Conduct involving sexual abuse, abuse, harm or misconduct in relation to children or adults; or
• Suspicion in regard to potential or actual sexual abuse, abuse, harm or misconduct in relation to children or adults.
Some examples of Reportable Conduct which may occur in a parish are:
• Parish credit card repeatedly used for personal expenses;
• Inadequate parish cash handling processes, leading to fraud;
• Awarding of significant contracts to suppliers without quotes;
• Child safeguarding policies being routinely ignored; or
• Safety plans for large Parish events being routinely ignored.
A whistleblower may choose to report such conduct because: (a) they are not satisfied that appropriate action has been taken when this conduct has been reported to the Parish previously or (b) they are not comfortable reporting it within the Parish.
